山寨招聘会竟在人才市场外拦截求职者

　　昨日，记者从苏州市人力资源和社会保障局了解到，为加强人力资源市场监管，维护公平、规范、竞争有序的就业环境，该局将联合苏州市工商局在全市范围内开展清理整顿人力资源市场秩序专项行动，对人力资源市场的人力资源服务机构、劳务派遣单位、从事职业中介活动的组织和个人、各类招工用人单位进行专项执法检查，重点加强对人力资源服务机构、劳务派遣单位聚集地和自发形成的人力资源交易场所，汽车站、火车站、城中村等流动人口集散地的专项检查。
　　山寨招聘会该人才市场外拦截应聘者
　　“招聘操作工”“急招保安”……昨天上午，位于苏州高新区人才市场附近，十多家“招聘中介”竖起了各种各样的招聘简介，许多前往人才市场应聘的求职者被这些所谓的“招聘中介”拦住，“招聘中介”负责人一边发传单一边不停地忽悠着应聘者。这里俨然成了“山寨版”的专场招聘会，每逢高新区人才市场举办招聘会都会吸引数以千计的求职者，人才市场门前上百米长的马路旁，几乎被这些山寨职介和求职者拥挤得水泄不通，各种招工启事、招聘宣传单更是满天飞。记者看到，很多山寨职介的招聘人员聚集在一起，每每有求职者经过，这些招聘人员就会立即围堵上去，一边推销岗位，一边递上招聘宣传单，甚至还有一些人专门针对外地求职者推销起了宾馆的床位。记者采访中发现，一些“黑中介”向求职者发放的宣传单虽然纸质粗糙，但是刊登的应聘待遇却很诱人，除了较常规的招聘外，甚至还出现了高薪诚聘某岗位等极为诱人的招工启事。而且这些招工启事上普遍标注“外地人优先考虑”的字样。因为各类条件十分诱人，吸引了不少求职者驻足询问，甚至有求职者当即就和这些“黑中介”表达了就业意向。
　　人才市场表示无权管理只能提醒
　　据知情人透露，由于“黑中介”提供的岗位鱼龙混杂，而且大多不会缴纳社保，来苏求职者很容易上当受骗。记者询问一位替某公司招聘操作工的招聘人员，该招聘人员信誓旦旦保证，只要报名就能安排好工作，而且待遇丰厚。尽管记者一再询问，但是对方一直称在没有签订就业意向之前不能透露公司的具体名称。对于苏州高新区人才市场外的山寨招聘会，很多应聘者表示半信半疑。
　　来自安徽的求职者小周告诉记者，他和一位老乡在报名后才发现，所谓的招聘单位原来是中介，在交了200元报名费后，对方突然以企业提高用工标准为由拒收，报名费因此打了水漂。不少应聘者表示，尽管对人才市场外的招聘单位持有怀疑态度，但仍愿意一试。据了解，苏州高新区人场市场门口的山寨招聘会已经形成了很长时间，都是一些企业或者中介自发形成。因为人才市场的工作人员没有执法权，山寨招聘会又设置在马路上，根本无法管理。他们所能做的，只能是提醒应聘者不要上当受骗。
　　记者了解到，苏州市人力资源社会保障局、苏州市工商局将在全市范围内联合开展清理整顿人力资源市场秩序专项行动，严厉打击扰乱人力资源市场秩序的违法犯罪行为，整顿人力资源服务机构和劳务派遣单位办理行政许可的行为，规范用人单位的招工行为;取缔各类非法人力资源服务机构和劳务派遣单位，依法严惩“黑中介”、使用童工等违法行为。
　　人社部门提醒广大来苏务工求职者，不要轻信网络招聘信息，要加强信息核实，务必提高警惕，防止上当受骗。职业中介机构以面试、入职体检、办卡、服装费等各种理由和手段，要求求职者上交身份证件和财物属违法。建议求职者选择正规的职业中介机构和人力资源市场求职应聘，并及时索要收据或发票。如果劳动者在求职应聘过程中自身合法权益受到侵害，可及时拨打12333进行举报投诉;在求职过程中被欺诈或敲诈的应及时向当地公安机关报案。
